How SUI rates work.

  1. Tax on wages up to a base.

Every employer pays state unemployment insurance (SUI) tax on each employee's wages up to the state's taxable wage base.

  2. A rate set by your claims.

A new employer pays the state's new-employer rate. Over time the state charges claims against the account, and the rate moves within the state's range, by a reserve ratio, a benefit ratio or another method.

  3. A payment can lower it.

In states that take voluntary contributions, an employer can pay into its account to improve its reserve ratio and may qualify for a lower rate the next year.
