The problem it is built for
An employer with people in several states answers to several agencies at once: an unemployment agency and a revenue department per state, the IRS, and the paid leave, workers' comp and new-hire programs of each state it hires in. Each sends its own letters, with its own deadlines and its own response formats.
Most of that work is handled when a letter arrives: someone works out what it is, finds the deadline, and decides whether it needs a reply. A CPA firm does this for many clients at once. The risk is not the hard notice. It is the routine one that sits in a pile until its window has closed.
The six parts of the program
Kreto organises an employer's compliance into six parts.
Registrations and filing
Kreto's rules cover all 51 jurisdictions: the 50 states and DC. Kreto files a registration only after a person approves it, and tracks each one to the state's confirmation.
Deadlines and obligations
Notice deadlines and license expirations sit on one calendar, with an iCal feed. Where the agency's rule moves a deadline past a weekend or holiday, Kreto shows the day it moves to.
Payroll tax and SUI
Upload the payroll register as CSV or Excel, from the payroll provider you already use. Rate notices are checked against the agency's 2026 schedule in 51 states, and Form 941 notices against your payroll in every state. Where Kreto checks a notice, it shows the difference in dollars.
Employment programs
Paid family and medical leave, I-9, workers' comp, wage and hour, and ACA, each tracked for the employers and states it applies to.
Access and evidence
Every action is logged. Each record carries the hash of the one before it, so an altered record no longer matches. SSNs, EINs and bank numbers are redacted from a notice's text before a model reads it; people's names are not removed yet.
Notices and responses
Over 50 notice types are read: the agency, the notice type, the tax period, the amount and the respond-by date. Kreto drafts the response with the evidence attached, and a person approves it before anything leaves.

How a notice moves through Kreto
- Upload. A notice PDF goes in. A text-based PDF is read from its text layer; a scanned page is read by a vision step.
- Read. Kreto identifies the notice type and pulls the agency, tax period, amount and respond-by date onto the record.
- Check. A rate notice is set against the agency's schedule, and a Form 941 notice against your payroll. The money checks are fixed calculations, not a model's guess. Every other notice is read and its deadline tracked.
- Draft. Kreto drafts the response or protest with the figures and the evidence attached.
- Approve. A person reviews, edits and approves the draft. Nothing goes to an agency without that approval.

Where the figures come from
Kreto keeps each state's 2026 SUI wage base, rate range, new-employer rate and protest window in a catalog, with the source of each figure. Every state figure on this site carries the words “Kreto-computed, not yet checked by a CPA.” Each state's page in the state directory shows them.
